His Honour asked the foreman if tho jury intended tho presentment to mean that in every caso of indecent assault on young children tho sentence must include a severe flogging. Tho foreman: Certainly. His Honour said ho would forward the presentment to the proper quarter, but felt bound to add that, as a result of long experience he was satisfied that owing to tho extreme variance in culpability in cases of this class, such a rule would do more to decreaso the probability of conviction than otherwise.
