HOW MUCH SURPLUS? Cabinet finished its work on the Financial Statement yesterday, and now tho paper is in tlio printing' office. Tt will bo presented to the House on Wednesday. H is understood that the surplus irill be over three millions, and that there will be a loan of at least twenty-two millions. It is estimated that the oinount of the loan to be raised in New Zealand will be fifteen million?. This will bo sufficient to pay for all the New Zealand war expenditure except that needed to defray the account to the. War Office for munitions and other campaign necessities.
