Sir,—Ono would' have expected the Mayor of Wellington, in his position ns Chief Magistrate, to have observed the practice recognised in our Courts of Justice, "that the accused is given the benefit of the doubt." Whon giving his casting voto in favour of cancelling the Wellington Dairy, Ltd., licenso Mr. Luke surely forgot that' "mercy seasons justice."—l am, etc., ARTHUR PETHERICK. ,Tiilv 27.
