But tins method would not last. After the war the matter would have to bo taken in hand as Australia and Canada had taken it in hand, and wo should have to spend as much as those countries in proportion to our population. Other countries had contrived to keep themselves before the publio in England. _, We had been far too modest in this respect, and wo should have to do great deal more. '
