PRINCIPLE OF GENERAL AVERAGE
Sir,—Had "W.T.R." read my letter on this subject he could not have stated that I seemed to advocate a levy of two shillings in the pound on capital. Permit me to inform those who may have read "W.T.R.'s" letter, and not mine, that meant confiscation of -apital. My eapitat. On the contrary, I pointed out the futility of conscription of wealth if that meant confiscation of capital. -My suggestion was that provision on general average principles should be made for soldiers and their dependants by a special graduated income tax. Perhaps "W.T.R.'" is referring to Mr. Statham's proposal, and has attributed it to me in cror.—l am, etc., H. F. VON If.-. AST. July 24.
