TTK RELATION TO GOVERNMENT. A definition of the powers and duties of Hip National 'Efficiency Hoard wus Riven yesterday in plain terms by Sir Joseph Ward. Mr. L. M. Tsitt asked whether in view of the fact thatv Parliament was to deal with six o'clock closing this ;;ear, and might deal still further with 'the racing question, the Government would place before members of the House the reports furnished by the Efficiency Board nn both the liquor question and the' lacing question. Sir Joseph Ward, who acts .is lmilp-- ■-■ the House in the absence of Mr. Mas'i-v said that the whole matter would be considered by Cabinet, and : the Houee would be informed by the Prime Minister of t"ni> Government's decision.

Sir Joseph Ward: I should like to eay that so fur as I am concerned. I am v'. going to take any TPcnmmendsytion of the Efficiency Board unless T agree- with them. (Hoar, hear.) The Efliciency Koard is not going to take tlie positiou of the Government of 'the country. (Hear, hear.) When the reports come before the Government they will be considered and th« decision of the Government will be given to the. House. It is just as well to understand that Hie Government is goiiiK to rule. (Hear, hear.' Tf valuable advice comes to the Oovernment from the Efficiency Board then the House will be informed of it. (Hear, hear.)
