Ho insists that the submarine campaign has failed. There is great excitement in the lobbies of the Reichstag, and many party meetings. The German Socialist, Progrcssivist, Centre, and National Liberal leaders have adopted Herr Erzborger's peace formula, and are submitting the following resolution to the Reichstag:— "Germany is determined to hold out to the very end to prevent any spoliation of its territory cr any humiliation, but does not contemplate annexations or the humiliation of her enemies, desiring only a "peac* securing i Germany's safety and economical development." The German Minority Socialists, in a. manifesto announcing their views on the peace demands, state that a general disarmament is the sole means of destroying militarism. The manifesto (k-i.ouEcea an economic war, and demands compulsory arbitration, the conclusion of a peace without annexations or indemnities, and the re-establishment of Serbia as an independent nation. It declares that it would be unjust to treat Russian Poland differently from Austro-German Poland. It favours a referendum in Alsace-Lorraine, the payment cf compensation to Belgium, and denounces a policy of colonial conquests.—Renter. GERMAN FACTORIES IDLE (Rec.
