DRASTIC LIQUOR CLAUSE Washington, June 24. The House of Representatives has passed the I'ood Control Bill, including a drastic amendment which prohibits the manufacture of intoxicants for the duration of the war, and authorises the president to commandeer existing stocks of spirits.
