It says: "France, replying to the sentiments of her old and loyal Ally, rejoices that there is to be full community of ideas between tho Russian Government and people on tho subject of the war. France does not dream of oppressing any peoplo but is resolved that the oppression 60 long weighing upon the world stall be destroyed and tho authors of crimes punished. Franco was forced to fight in defence of her liberty, and means to 6ecure the release and return of tho provinces of Alsaco and Lorraine. She will fight witli her Allies till thenterritorial rights and independence are restored, full indemnities for the inhuman ravages paid, and indispensable guarantees against the recurrence of the horrors obtained."—Renter.
