Emperor ICarl, in his 6peech from tho Throne, solemnly declared his determination to discharge his duties in a constitutional and democratic spirit, and to respect constitutional liberties; but lie reminded his hearers that tho Constitution loft tho question of peace or war in his hands. He promised reforms ensuring the development of tho various nations m tho monarchy, subject however to tho unity of the State. Tho Emperor proceeded: "We frankly and' unambiguously announce our willingness to concludo peace based on a mutual appreciation of cadi other's position, without feeling of revenge.' He alluded to Kussia's desires for pence, and said ho hoped the same frame of mind would spread to the other belligerents. "While our croup lights irresistibly for its honour and existence, it remains well -disposed for peace. 'those countries anxious for better relations will find on our sido a spirit of reconciliation Meanwhile, wo will continue fighting with our allies, prepared to enforce with arms a good end to tho war, though wo aro glad to look forward to peaco." —Aus.-N.'/,. The "Morning Post's" Hungarian correspondent states that Count Andrassy his modified liis"Pan-Germau policy in ordor to harmonise his view with that of ltlio Emperor Karl.
