It is not the intention of the coal owners to include the offer in their proposals when they cite the individuals under the Arbitration Act. They will stipulate for a renewal of .the existinc awards or agreements. Most of these havo already expired, and tho cmnloy.ers concerned will proceed at onco to cite the unions.
