Congratulations . wore . the order at the Lower Hutfc Borough Council last evening. After the Mayor (Mr. H. Baldwin) and members of tho council had made tlioir declarations, Mr. Baldwin was heartily congratulated all round the table on his re-eleotion, which showed tho confidence the people of the borough had in him as the administrative head of tho council. After thanking' the councillors for their.' kind remarks, tho Mayor welcomed tho new members, and congratulated the old ohes on their return, and hoped they would all work together for the good of the borough. He also referred to the good work of the borough clerk and engineer and their staffs. ■The only business dono during: (ho evening ivas to striko a rato of onetwelfth of a penny in the • pound on tho unimproved value of tho land, to provide interest and sinking fund on tho loan of £4000 raised for waterworks improvements.
