MEETING AT KILBIRNIE

At lulbirnio last evening, at a wellattended meeting of residents, : candidates for positions on the City Council delivered addresses. Mr. Manton presided. Mr. J. B. Jenkinson gave an address on similar lines to Eis previous utterances, advocating more efficient milk services and a better water supply for the city. He also enlarged on the objects and proposals of the Greater Wellington Municipal and Tree Planting Association, and referred generally to improvements in. existing conditions which he thought might be effected. " ■

Mr. M. Luckie also addressed the meeting, and shorlTy reviewed the work of the 'council during the past two years. In particular he made reference to tho steps tho council had taken in the direction of securing municipal milk distribution and establisliing a clearing "house, and generally of improving the quality and condition in the city. Ho pointed out that owing to tlTe geographical situation • of Wellington it suffered a very great disadvantage in that the great bulk of its milk had to be brought by rail from long distances, which made the problem of much greater difficulty, and also mado it absolutely necessary to secure co-operation with the Railway Department in bringing the milk into tho city, which hitherto had been difficult to arrange., He also referred to the finances of tho city, which, as disclosed by last year's operations, were in a thoroughly sound condition, particularly in view of the. heavy strain on the council's- resources duo to the conditions arising out of the war 0 and also supported a sound and prudent financial policy and a strict limitation of all except absolutely necessary expenditure during' the contjnuanco ofthe war. : Mr. J. 0. Shorlaud and. Mr. C. B. Norwood also spoke as on previous occasions. After answering questions the candidates were thanked ior v their addresses.

MEETING AT KHANDALLAH. The candidates lor the Khandallaii Ward of tho .Onslo«- Borough Council, who are opposed to the catchment area scheme, and who.favour amalgamation with the city, addressed about 150 people in the Town Hall, Khnndallah, on Thursday. Mr. J. H. Richardson was iu thu chair.

Mr. E. Kobbs dealt with certain statements aade by the opposing can T didates, and contended that many of their suggestions were. impracticable. Hβ particularly stressed the point that more catchment area will have to bo purchased in order to carry out Mr. Fulton's scheme. H_e also 'dealt with the dangers of electing a resident of Ngaio\Ward to represent Khandallaii Ward. On the question of amalgamation, Mr. Hoßbs drew attention to the fact that one of the opposing candidates had admitted that the ultimate destiny of Onslow ivas to join the citv.

Mr. J. G. Burt dealt with' the stale' niout of the opposition candidates in. reference to property being unsaleable in the district. He expressed himself as being strongly in favour of amalgamation, mentioning that it was recognised in the Old Country that it was by amalgamation that small boroughs niade any progress. Replying to Mr. J. G. Harkness's suggestion that the borough should also purchase tho Ngaio catchmeat, Mr. Burt said that evidently Mr. Haricness was himself doubtful as to the efficiency of the present scheme. Ii any case, the Ngaio catchment is too low to be of any use to supply the borough. Councillor A. K. Budd dealt particularly with tho measurements of the stream which have been taken from timo to time. It had been stated by the opposition party that tho measure-, ments were taken above the upper dam, which only got the water from 85 acres of catchment area. Councillor Budd quoted figures of well-known engineers to prove "that a reading showing a similar result had been obtained at a point bMotr the whole of the catehnient !»'«i. Councillor Budd said that such works as tho construction of the new road from Kaiwarra, extension or tramways and water and drainage could only come about by amalgamation with the city.
