SPRING CAMPAIGN IN THE BALKANS
RUMANIA'S NEW ARMY RECORD SEVERE WINTER OVER London, March 11. Tho "Times 1 ' correspondent at tho Rumanian headquarters says the winter has been the severest ever experienced in North Rumania, and suspended tho campaign. From 30 to 45 degrees of frost wcro recorded in the mountains, where the troops vers entrenched, and there were frequent deaths from cold. Tho enemy suffered most. General Averescu, taking advantage of tho inaction, reorganised tho army. The discipline is most strict. A young cavalry officer was tried and shot for retiring from a position without permission. General Averescu and General Pnizan have put new spirit in IJio men. They havn removed tho majority of the generals of tho autumn catnnaisn, replacing them by young men. Everything has been done to prepare for a succcssful spring campaign. Tho food question is difficult. The majority of the civilians a.rc now living in Moldavia. Tho authorities have ordered abundant sowings and plantings, and are doing their utmost to prevent a shortage.—The "Times. 1 ' GREEK TREACHERY DELAYS RAISING OF THE BLOCKADE , Athens, March 11.
