A' RECENT SPEECH DISCUSSED.

(Rec. February 21, 9.45 p.m.)' london, February 20. Mr. Long (Secretary of State for the Colonies), replying to Mr. N. B. Buxton, said that his recent speech was delivered in his official capacity as Colonial Secretary. He was expressing the opinions of • those whom he was hound to represent, namely, the Dominions and colonies, besides .many people here. I speak with knowledge and responsibility, and as a representative of the Overseas Dominions, who are the pride and glory of tho Empire to-day, when I say: ,'Let no man think that these territories will over return to German rule.'"]
