WHAT RUSSIA THINKS ABOUT IT PEACE MUST BE BASED ON VICTORY New York, January 29. The New York "World's" Petrograd correspondent interviewed the Russian Premier, Prince Nicholas Galitzine. Hβ stated that tlio Entente could not agree with President Wilson's phrase, "Peaco without victory." Only a peace based on tho victory of the Allies could be in accord with tho principles of humanity. England, France, and Russia had made superhuman sacrifices to defend themselves and to save the small nations which had been traitorously attacked. Sir Starr Jameson, replying to tho objection that tho Empire Resources Development Committee's proposals implied State Socialism, said: "AVe werp tending that way since before the war.
