London, January 28. Reuter's Agency learns that an. Empire Resources Development Committee, under tho chairmanship of Sir Starr Jameson, has been formed to promote the development by the State of tho Empire's resources, with, a view to assisting in tho payment of the war debt. The committee includes Lord Selborne, Earl Grey, Lord Islington, Mr. Rudyard Kipling, Mr. Moreton Frewen, M.P., Mr. Hodge (LaJxrar Minister), Sir Horace PTnnket, , Sir Arthur Lawley, Mr. Henry Wilson Fox, and Mr. Henry Birchenough. Tho committee advocates: —

1. Tho conservation for the benefit of ■ the Empire of such, natural i& sources as are or may come under the ownership or control of the Imperial, Dominions, or Indian Governments,

.2. The development of selected resources of the Empire under conditionsgiving tho State an adequate 6hare of the proceeds. . 8. The subsequent appointment of e) board to carry out these objects.— Reuter. •
