Anstralasia is unsuitable, because Australia is becoming too stroig and would menace tho German colonies He advocates a colony consisting of a vast portion of French and' Belgian Congo, Kaiochan, New Guinea, the Australasian islands, and Togoland should_ bo exchanged for British East Africa, Uganda, Northern Rhodesia, and Nyassaland.
