ECHO OF THE BATTLE OF MANILA. Washington, January 28. Senator \V. A. Smith states that a. fortnight prior, to his death Admiral Dewey told him that Von Diedericks, the German Admiral at Manila during the Spanish-American war,_ planned to take possession of the Philippines' in the'name of Germany; and had agreed to purchase the island from Spain.
