The Tsar's rescript says: "The tid 0 0 f the Great War has turned. All Russia's thoughts are with the valiant armies which await the decisive, encounter. The Allies entertain no thoughts of pcaco until final victory is achieved."—"The Times." 1 ■ ENEMY WOULD BE COMPLETELY ROUTED. Petrograd, January 21. General Brusiloff, addressing his Staff, said he had absolute coiifidencc. based on information and conviction, that the enemy would be finally and completely routed in 1917. —"The Times." RUSSIA. ARMED AND PREPARED AS NEVER BEFORE. London, January 21. The "Times," in a leader, declares that the Russian political changes do not relax tho inflexible determination for victory. The army and the nation will unitedly and doggedly fight on till tho Allies' banners are triumphant.. Russia will join in tho 1917 campaign armed and prepared as novcr before, aud supplying vast masses of new troops, with abundant artillery.—"Tho Times." GENERAL NIVELLE SAYS "I "W ILL SOON OBTAIN COMPLETE .VICTORY."' London, January 21. General Nircllo. replying to a congratulatory message from the Corporation of Deal, where his mother was born, says: —"With the assistance of my friend Sir Douglas Haig, I mil soon obtain complete victory over our detested onemy."—"The Times."
