A BUILDING PROGRAMME. (Rec. January 17, 9.50 pjn.) Washington, January 16. Mr. J. Daniels, tho Secretary of the Navy, has submitted to the Naval Committeo of tho House a tentative plan for spending eighteen million, dollars (£3,600,000), to equip Government yards for shipbuildings and to strengthen tho Navy he proposes to construct five battle-cruisers, threa scout crnisers, and a number of smaller craft. —Router.
