£ FORCEFUL APPEAL. London, January 8. Mr. J. Hodge, Minister of Labour, has circularised tho Trado. Uuions as follows:—"In view of the gravity of fcho national situation, and tho danger to the Allied oauso if strikes occur, the Ministry of Labour has inaugurated a policy of impartial investftation, with a view to deciding equtably between conflicting claims. It is impossible to investigate and conciliate successfully after the cessation of work.
