: WOOL REQUISITION THE WORKING ARRANGEMENT ;1 • DETAILS SET FORTH ' ' f . X proclamation is gazetted which sobs forth particulars of tho working arrangement for. the' requisitioning of New Zealand wool,', as. follows: — 1. The personßi firms, and companies mentioned >in the Appendix Lhore.to," and hereinafter, referred to as Government wool-brokers,' will act as the agents of .the Government of New Zea-' land ( in respect of the-requisition of wool. ~,'2, All owners of jwool shall, as soon as \ practicable, deliver their wool at the wool-storo of a Government woolbroker at ono of the following ports: Auckland, Tokomaru Bay, Gisborne, Napiarj AVanganui, Wellington, Nelson, Blenheim,:Ohristchurch, Timaru, Oamarii,)"D'unedin, and Inyercargill. ~ 3.. All wool so delivered, and also all wool .already in the wool store of a Government_ wool-broker on the'day of-'the making of this proclamation, shall be examined, classified, and valued before shipment by. two export 'valuers, one of be appointed byi.tho Government, and the other of whom. will be, employed by the Government wool-broker in whoso possession'- the wool is held. : 4:-.lf tho two valuers arc unable to hgrce'as to the classification and valuation of any wool, it will be examined, classified, and valued by a supervising valuer to be appointed by tho Government. ' ; . * , ■ s;a All x such wool shall be classified and' valued in accordance with tho fccal© set forth in the Appendix F hereto^'which shall be taken as represontInfeVthe average prices of the various of wool as sold by '.ruction in Js T 6W,Zealand in the month of January, 1914:.: ■

6.. The Government will pay for all i wool so valued a sum equal to the value so placed upon it, with the addition of<"ss'per cent, thereof. x ■'.. , 7'. Such payment will ho made, free . from on the-fourteenth day . ' after the date of valuation, to the/wnolTiroker in whose possession the wool is . held,; and such wool-broker shah re'ceive iand account for the same as the agent and on behalf of the wool-owner. - 8. On the receipt of such payment by the,wool-broker ho- shall take posses-sion'on-behalf _ot the Government of the'.wool-so paid for, and such'wool will, thereupon heroine the ..property of His Maiesty. Prior to-such payment the wool shall remain the property of "and at the risk jf the, wool-owner, hut shall be kept insured against fire in its full insurable value by the' woolbroker on behalf of'the wool-owner at '/ all times, while in the possession of the wool-broker until payment as afore- • 'said.

10. lu. the ease of all bales or packages of wool delivered in a wool-brok-er's store otherwise than in good condition for shipment, and in the caso of bales or packages of mixed description requiring repacking, tho broker shall he at to chargo the owner a sum not exceeding ono farthing per pound for tho additional work so involved, in addition to the cost of new packs, if supplied.

11. No Government wool-broker shall, m respect of- any services rendered or charges incurred in pursuance of his employment by the Govenment as aforesaid, charge' tho ownor of any wool with any brokerage commission or other remuneration nr reimbursement, save so far as hproinbefore expressly authorised in respect of repacking,, the intention being that .the amount payable by tho Government in accordance with the foregoing provision shall constitute the net return to the owner for she work as delivered into the brokers store.

12. In all of the matters herein set forth the Minister of Agriculture will act oil behalf of the Government, cither by himself or by such officer or officers of the Public Service as lie may nominate in that behalf.

13. Sliped wool and any other, quality of wool notified from time to time by the, Government to the wool-brok-ers will not be subject to requisition under the provisions herein contained.

14. The delivery of wool by the owner to a Government wool-broker at liis wool store a% any of the ports aforesaid, or the acceptance of payment from the Government in the case of wool already in any such store, shall constitute a contract between the owner and the Crown for the sale and purchase of tho wool on the terms herein sot forth, subject, however, to the right.of rejection hereinbefore provided. ■ '

15. If any owner of wool fails or refuses" to deliver such wool to a woolbroker iii accordance with the foregoing provisions, or to accept payment for such wool in pursuance of these provisions, the wool will be subject to seizure in the exercise of His Majesty's prerogative in time of war, and will be disposed, of in such manner as "the necessities of His Majesty in respect of 'the present war may require. 16. ill wool already shipped for export under a permit issued by the Minister of Customs in pursuance of the hereinbefore-recited Order-in-Oouncil, of November 18," 1916, together with all other wool theretofore shipped by or on behalf of the same owner ripon the same sliip, will be purchased by the Government on,terms, equivalent, as regards the seller, to those on which wool_ requisitioned under the foregoing provisions' is paid -for, and in accordance with valuations to be made by His Majesty's Government in the United Kingdom. In default of any such agreement for sale and purchase, such wool shall be subject to seizure, on behalf of His Majesty in the manner and for the purposes aforesaid.
