AMERICA'S MILITARY NEEDS RESULT OF EUROPEAN WAR. Washington, December 18. General H. L. Scott, Chief of the United States General Staff, ■ declared before the Military Committee that as a result of the European war America requires an army of 1,500,000 in instant readiness, and tlra same number of reserves, to be ready in ninety days after hostilities.
