SUBMARINE MENACE
AND ARMED MERCHANTMEN London, December 17. - Speaking at Batley, Mr. llunc'iman. referring to the submarino menace, said that among the decisions made last August was that the production of armaments for the defence of merchantmen was to be given first place, and doubtless that decision would not be interfered with by the new Government. The armament or merchantmen brought risks. Captain Blaikie was imperilled because he had the courage to use his defence according to international law. This our enemies denied, saying the captain was guilty unless he was a member of His Majesty's forces. If there_ was any doubt about that, Mr. Runciman saw no objection to a curtain number of merchantmen being put into commission to enable the status of captains to be placed on a clear foot-ing.—Aus.-N.Z.
