POPE'S REFERENCES AT THE CONSIS. TORY ' New York, December 7. The "New York Times" correspondent at Rome states that the Pope's allocution to tho Secret Consistory was so couched as to convey his impartiality. It reprobated ail violations by the belligerents of human and Divine .laws. BARBAROUS TREATMENT CP DEPORTEES FATE OF POLISH WORKMEN New York, December 7. The "New York Times" Paris correspondent has obtained a report of the speech of a'Polish deputy at the secret session of the Reichstag, published in a Polish newspaper. The Deputy, M. Troripczynski, asserted that Poles were deported-like the Belgians. Oil August 1, 25,000 Poles were working in Germany, enticed there by contracts,. and then not allowed to return. Many were forcibly transported to Germany, the employers paying them what" they pleased.. Many Poles- were whinped ■until they sirrned renewals of their contracts.
