STATEMENT IN THE REICHSTAG. London, December 5. During the debate in the Peichstag on the German Mass Levy Bill, Dr. Helfferich (the Imperial Treasurer) stated that Germany's coal production which had suuk to one-half at the beginning of the war, had to-da.y rison to 00 per oent. of the peace production.
