The Morgan Group announces that it is instructed by the British and French Governments not to issue Treasury notes criticised by the Federal Reserve Board. It is presumed that another method of advancing credit to the Allies will be submitted. TThe Federal Reserve Board recently issued a vigorous statement, opposing the purchase by American banks of any foreign Treasury notes. It also vetoed Morgans' plan to buy British securities.] , FRENCH WAR FINANCES REPORT OF BUDGET COMMISSION. ("Tho Times.") Paris, December 1. The French Budget Commission, in cabling tho supply report this week, states that credits amount to nearly £345,000,000. The expenditure since the war began, inclusive of the first quarter of 1917, is £3,006,000,000.
