It is semi-offictalty stated that tho Notes point out the inalienable right of sovereign nations to exchange Ambassadors, and insist that a nation even in 'war time is not justified in denying that right. The representations are based on international right, not international courtesy, making it clear that tho United States is not asking a favour.
