Router's correspondent is informed that Britain's refusal to grant a safe conduct to 'M. Tarnowski, the new Austrian Ambassador to the United States is due to the illegitimate activities or the Austro-German Embassies. ■' (Rec. December 1, 0.35 a.m.) Washington, November 29. ■' The United States Government has forwarded Notes to Britain and Prance requesting reconsideration of their decisions with referenoe to Count Tarnowski in the matter of his safe conduct to the United States as Ambassador for Austria. It is semi-offictalty stated that tho Notes point out the inalienable right of sovereign nations to exchange Ambassadors, and insist that a nation even in 'war time is not justified in denying that right. The representations are based on international right, not international courtesy, making it clear that tho United States is not asking a favour.
