Advices from London state tb at owing to the effects of the weekend storms in Europe there is great delay in the dispatch of telegrams. Some of the main cables between Gibraltar and Land's End! aro interrupted. What news has come through' is probably two days or so behind time. The Austrian Emperor Francis Joseph is dead. Obituary notices have twice previously been written about tho aged monarch since the war began, but tho nows seems to bo authenic this time. The lull on tho Western front continues. The chief centres of military activity at present aro the Balkans and Rumania. The Serbs, assisted by the Alliedl troops, aro vigorously pressing their offensive north of Monastir, and the enemy is having a very . harassing time of it, to say nothing of bis losses, more of which are reported to-day. The tension in Rumania has increased. The enemy has occupied the capital of Wallachia, but there is hope in the approach of huge Russian reinforcements, which have been delayed by great distances and transport difficulties.
