' The newspapers are making a feature of the food problem, and discussing the appointment and polioy of the Food Controller and tho prospect of lowering the prices, which are still rising. Mr. Runciman (President of the Board, of Agriculture) will meet the managers of the chief hotels and restaurants on Wednesday, with a view to abolishing waste and cutting down the menus. It is suggested that at all hotels the meals should consist of a maximum of three courses, or in the alternative applying the French system of a graduated tax on meals. Luxurious waste is prevailmg in the West End hotels and restaurants, which aro crowdcd nightly. London, November 19. The Food Regulations have had little effect, but prices show, a slight increase. English moat and potatoes aro largely withheld, owing to the uncertainty as to whether the Government will take over the supply. The Food Prices Commission favours a fixed price for wheat. Experts recommend that the Government should offer British farmers fixed rates for the 1917 crop, in order to stimulate cultivation. Important journals urge that the solution is increased home production, increased toitnago, and the opening of the Black Sea. Tho necessity for an immediate effort to increase tho mercantile tonnage is stressed. AUSTRIAN EMPEROR'S ILLNESS SLIGHT RELAPSE, WITH FEVER.
