THREE ON THE BLACK LIST. A resolution lias been passed by tlio Federated Seaman's Onion which makes it impossible for tho members of tho union to join the Government steamers' Hhiemoa, Tutanokai, and Amokura, unless they forfeit their, mombership. Tho trouble arose over a letter from. tho Minister of Marine, who refused a request from the executivo council of tho union to reinstate under the union's control tho three. Government steamers, and tlicrcoy refused to recogT niso tlio Federated Seamen's Union and its control in regard to those ships. Tho council as a result unanimously carried a motion to bo circulated throughout Australasia, to tho effect that on account of the letter from the Minister of Marine, the Hinemoa, xutanckai, ana Amokura be declared "black," and that tho deck, stokehold, and engine-room men employed on thoso ships from November 15, 1916, shall be considered working in opposition to tho -union, and shall bo liable to expulsion or non-admission, as the caso may be. Mr. T. Young, secretary of tho union, said that a letter is being forwarded to tjio Minister for Marine, combating his assertion that the union terminated its agreement with tho Government in the 1913 striko, and pointing' out that at that time tho Tutaiickai was out of commission, and tlio union had not boon asked to man her. Tho Amokura. was away on a trip to the southern islands, and tho only man who left her was alleged to have deserted at Port Chalmers. Further, that tho crew of tho Hinemoa has anted strictly in accordance with tho agreement and shipping laws, and had honourably worked out their twentyfour hours' notice, and that tho stop had not been taken until the Government had proposed to set aside tho agreement with tho union by placing the Hinemoa on tho Wellington-Lyt-telton service. The letter to tlio Minister also points out that a letter dated November 18, 1913, from the Hon. F. M. B. Fisher had caused tho agreement to bo terminated. 'Also by circular'letter from tho Marino Department, forwarded to the masters of Government ships by tho Secretary of ftho Marino Department, there was an instruction that if men signing on .tho articles aro union members thoy must terminate their membership. Mr. Young stated that ho had a copy of tho circular letter in his possession, and also further stated that that is just what the union's latest resolution intends to endorso in the future, and it remains for tho Minister to decide whether the ships shall be manned by fanners or qualified seamen.
