QUESTION IN THE HOUSE OF COMMONS (Router's Telegram.) London, November 14. In the House of Commons Mr. Mason asked for facilities to discuss Herr von Bethmann-Holhveg's peace proposals. Mr. Bonar Law said he was not awaro that the Chancellor had proposed any peace terms which were not based on German victory. ,No -useful puipose could bo served by sucli a discussion. , ■ - i
