* (To the Editor.) Sir, —Wo, in the country, are often a good deal in the dark as. to what is being done in the metropolis by the powers that - be, and , ithore has been considerable discussion here on the enforcement of the Military Service Act. In connection_ with' this one .point appears to mo in common with many others somewhat obscure.. Perhaps you may be able to enlighten me. I understand .that the basis ;of, the roll for service (from which the ballot is to bo taken), is the National Registration, cards. Some timo ago there was much threatening of pains and penalties upon those (and'they v.cre roported to be in considerable numbers), who had failed to return their registration cards. iSo'i far I have not seen in your columns any reported case of the penalty being enforced. Can von inform me what' steps, if any, have been taken to rope in the delinquents, or is the ballot being taken from the roll in which the 'delinquents are not included?—l am, etc., : \ ' I,' JIASTERTON.
