ALLEGED GERMAN VIEWS Australian-New Zealand Cable Association. (Rec. November 5, 5.5 p.m.) New York, November 4. Herbert Bayard Swope, who recently, visited Germany, in an article in tba New York "World," says: "Tic desire for peace from top to bottom in Germany is very strong, but there is no belief that peace is near. Ogtimists think it will be reached in not less than two years, while other opinions run to as high as ten years."
