ALLIED OFFENSIVE IN THE DOBRUDJA " PIRATES' LATEST ■CRIME AMERICA ORDERS AN INVESTIGATION i A CALL FOR MORE MEN The steady improvement in the outlook in Rumania, indicated by the cablegrams during the last few days, is confirmed to-day by the expressed official opinion that the worst -of the crisis ie now over. An Allied offensive lias been initiated in the Dobrudja at tlie very moment when von Mackensen, in response to an urgent call from von Falkenhayn, has sent one of his divisions to reinforce the Transylvanian front. The recent battle of the Szurduk Pass ie described: as having been a brilliant victory for the Rumanians, a-s the toll of booty would indicate. In the, Balkans, the SeAians are making steady progress. There is a brief flispatch from the Russian front in Galicia, where repeated attacks by the enemy at' Brzezany have been thrown back. There is nothing of importance to record on the Western or Italian fronts. The Imperial General Staff is making an insistent call . for men for winter training and the spring campaign. The problem is. being widely canvassed at Home, tho feeling being that the present standards of recruiting and exemptions should bo revised. America has ordered an investigation of tho circumstances under which the ' German high sea pirates committed their latest crime—the sinking of the Marina, with Americans on board.
