It has been sug-gested-that thoDominion Governments should have permanent representation in the Imperial Cabinet'through a resident Ministerl-Without being ideal, it has certain advantages, and could be carried out. with.a minimum constitutional change. '■ This would givo the Dominions information whioh they chiefly need regarding common Imperial concerns. A 'Minister could keep his colleagues fully instructed on the Imperial foreign policy.
