FIRST CONSCRIPTION BALLOT NEXT MONTH
RECRUITING BOARD'S PROPOSAL. Very important' proposals were considered by tho Reoruiting Board yesterday, and the decisions arrived at are to be submitted to Cabinet for approval to-day before action' is teken upon them. The'decision of the board is that the 23rd Reinforcements must be raised by voluntary enlistment, but the district) quotas are to be assessed on the numbers of men in the First Division'.of the Expeditionary. Force Reservej as disclosed by the Toll recently compiled. Assuming that 500 men can be obtained under the family shirkers clause-,;.ther©,-jvi]l-.-stiU.bera.;.6hortage of lOO&mcn to'be found-between now and November 11, when the 23rd draft will be assembled. To raise these. 1000 men -special .efforts fare to be made. Group officers ".have, been instructed to look round'their districts and to use their influence upon men in their districts in Division i'Ur persuade them to enlist in the 23rd draft..: It maybe presumed that these officers know-where to find such -men, and for-this reason it is hoped that a. good result maj? be obtained from their efforts. The Recruiting Committees are also being asked to make one more special effort. A ballot will be. taken in the middle of next month, and unless there is a. remarkable increase in the present rate of enlistment,, there .will he a considerable proportion of conscripted .men in the 24th Draft.
