In the House of Commons Mr. Lloyd Goorge (Secretary of State for War) said that the Government did not possess any later information concerning the Dobrudja than had appeared in tbe_ Rumanian communiques. The Allies, in concert, were doing their utmost possible to assist Rumania. REPORTED PREPARATIONS . TO MOVE THE GOVERNMENT. (Rec. October 26, 7.20 p.m.) New York, October 25. The "New York.Globe" has received a cable message indicating that Rumania is preparing for the contingency of transferring the' seat of Government to Odessa. ' , FRANTIC JUBILATION IN GERMANY. . Amsterdam, October 25. Germany appears intoxicated over the news of the capture of Constanza. The Kaiser "ordered a holiday in all the schools. Every village was beflagged. The newspapers proclaim that Rumania has been crushcd and chastised for daring to defy Germany.
