CITY COUNCIL PASS BY-LAW. , A fly-pest by-law was passed by the Wellington City Council last evening. It read: "The oooupier of evory stable in this city shall daily spray all man-, ura on or about tho premises with the following mixture: —Arseiiiate of soda, 8oz.; treacle, J pint; water, 20 gals., or with some other mixture approved by the City Engineer. The disinfectant shall be applied to the extent nccessary to destroy all fly larvae. That at any time fly larvae are found in any manure in the city to such extent that in the opinion of any inspector of nuisances the existenoo of such larvae oauaqs danger to the public health, the occupier of tho premises on which such manure is situated shall be guilty of, an offence against this byTaw."
