STATE CONTROL PROBABLE THE GOVERNMENT'S WEAPON The Government has not officially como to a decision yet to adopt the Board of Trade's scheme to control the local price ot butter, but it is practically certain that the Government will adopt the scheme and put it into operation as soon as may be. This means that the retail price- of butter must not exceed Is. 7d. per lb. The Solicitor-General has had instructions to examine the scheme and' to make logal preparations for giving effect to it. The Soiicitor-GeneraVs matter will probably bo considered by Cabinet today,' and unless there aro legal difticulties_ it is likely that Cabinet will adopt it. Tho Government will not lift the existing prohibition on the export of butter. This must stand, because it is tho basis of the scheme. Tho Government has no power to compel producers to pay the levy, which," at tho present London price, and tho local price of Is. 7d. per lb., will amount to about per lb. butter-fat. But the Government can refuse to any factory owner who will.not pay the levy liis license to export butter or cheese. The weapon in the hands of the Government is unwieldy, but it may be effective.-
