CONSCRIPTION IS COMING
BALLOT NEXT MONTH. The Recruiting Board has not y*ti been able to submit to His Excellency the Governor the appointees for the four Military Service Boards, It is understood that three or four of the men who were asked to act have re* fused, and the making of a second or? third choice has not always been easy> One of the four boards is still incomplete. About the end of next month these tribunals -will have work to do, for tho Government Statistician has promised the Recruiting Board that by, that time he hopes to have the roll in such a state that a ballot may be taken. This does not mean that printed rolls will be avilable at the end of Ootober. The simple work of printing would ocoupv, all the intervening time. Printed copied will be made, but the aotual roll consists of thousands of oards, filed according to system in oabinets. It w hoped that from this roll in such sbapa a seleotion of recruits may, if neces-. sary, be made by ballot next month. This means that the 23rd Reinforce*, ments may be raised compulsorily if the' draft is not filled with volunteers.
