— 9 METHOD OP REMOVAL. At last-evening's meeting of the City Council the Financo and Property Committee recommended: —

"That authority be granted for the erection of 50 receptacles for rubbish, lvaste paper, etc.,-on clectric lighting or other.poles throughout tho City, and also for the erection of notices in tramcars and tramway waiting slicds, calling attention to the practice of tho public throwing paper, etc., about tho streets, and requesting the public to make U6e of the receptacles.' The committee also recommended that the officers of the council bo instructed to insist upon shopkeepers using an improved 1 typo of rubbish bin, and placing the bin in a convenient position for removal hy the cleansing ,staff between 7.30 a.m. and 7.45 p.m.

In regard to the latter the Mayor made a strong appeal, to shopkeepers to work in with tho council m its endeavour to keep tho streets clean and sanitary. 1 Councillor AV. J. Thompson suggested that'tho rubbish might be romdved from inside shops after 9 a.m. If that were done the tins could not bo kicked over. By haviug to place the tine outside before S a.m. they would perhaps bo breaking some award. Councillor Thompson moved that tho proposal respcoting the removal of rubbish from shops he referred hack for further'consideration. Councillors AV. H. P. Barber, L. M'Kenzio, and R. A. Wright were also in favour of referring tho matter back to tho committee. Councillor M. F. I/uckio said that tho proposal to bring down soineono before 8 a.m. would fall of its own weight, because tho shopkeepers simply would not do it. They 'would probably 'ho breaking some award 1 regarding hours of employment, and tho council could not enforce tho regulation. Tho Mayor said it was a deliberately thought out scheme, based on tho Engineer's report, and it was what was done in the business part of other l)ig cities. They wore not recommending this in the interests of shopkeepers, but in the interests of the public. On the amendment being put it was carried, with ono dissentient only.
