THE CONSCRIPTION REFERENDUM, ANNOUNCEMENT BY FEDERAL PREMIER. (By Telcgraph-Pross Association-Copyright Melbourne, September 2. Mr. Hughes has announced that as far as the conscription referendum is' concerned its opponents will he allowed full freedom of speech. If the referendum returns an affirmative vote, tho Government will extend the moratorium to cover the liabilities of persons called to tho colours. QUESTION Of TRANSPORTS. Melbourne, September J,. Speaking in the House of Representatives Mr. Hughes said: "Our transport of troops at present is limited to a capacity of thirteen thousand monthly. In order to obtain other transports i havo made ah appeal to the British Admiralty, which will mean that it will bo ten weeks bofore the ships aro available. Therefore the referendum will not mean delay in sending reinforcements." SLUMP IN RECRUITING. Sydpey, .September 2.
