A Military Convention gives Germany absolute power over tho Government of Poland, while a commercial treaty subordinates Polish interests to those of Germany. NEW GERMAN BOMB FOR MARSH ATTACKS. Berne, August 28. .Hie newest enemy device is a bomb exploding laterally, causing mutilation and death in an area- of thirty yards. A flotilla of aeroplanes is dropping these bombs on the Russians in the' Pinsk marshes, where the construction of dug-outs is impossible.
