China lias protested to Japan against the action of the latter in sending 2000 troops to check tho recent disturbance at Cheng Cilia Tung. China asserts that the trouble was duo to bandits. The situation is being discussed by tho Japanese Cabinet, but tho Chinese Legation at Washington does not expect auv serious developments. '
