SOME DIFFICULT PROBLEMS,
Tho .war regulations to bo drawn ■under 'tho Act of last session are being awaited with great interest.They are now being drafted, and should bo ready for'the consideration of Cabinet in tho course of a few days.. .! The regulation which will affect most people directly will bo. that to give effect to the anti-"shouting" clause in the Act. .As the Act defines with some exactness what "shouting" or' "treating" shall be deemed to mean, this regulation should not be difficult to frame. There are others,, however, affecting the sale of liquor which will present more serious difficulties. Most difficult of all will. .be those affecting the liberty in certain, respects of certain women. It is 'proposed 'that the police shall have more power to deal with sly-grog dens and houses of illfame. The legulations, according to tbe Minister's statement on tho subject, will also give the authorities power to detain, convicted persons who are suffering from venereal disease. The Minister's 6cheme involves also the establishment of special clinics for the treatment, but not the detention, of persons afflicted with one or other of these diseases. No doubt this will also be provided for in tho regulations. As these regulations involve delicate questions of policy, affecting tho liberty of people, it is certain that they will be very carefully considered by Cabinet, and they may not bo gazetted for about a' fortnight.
