These refer to. the control of border raids, tho withdrawal of. troops, ' and the protection of tho international boundary. The last United States Note sugr gestcd the'widening of tho scope of the Commission to enable consideration of "questions tending to improve the relations between the twq countries." The Mexican Note is silent on this ' point. The Mexican delegates aro exceptionally able men. v
