General Sir Percy Luke reports. that the situation in Mesopotamia is quiet nn<l unchanged, except that two gunboats were fired on from both, banks of the Euphrates in the neighbourhood, of lihidr. Our gunboats replied, inflicting several casualties. THE BAGDAD FAILURE. HINTS AS'TO THE CAUSE. (Hec. July 29, 5.5 p.m.') ■ Bombay, July 28. The "Times of India" states that the reasons for the advance bn Bagdad will be found in the events at Galhpoli and Serbia, and when the whole history is written it would bo .learned that the advanco was very strongly pressed by Britain, and that the Viceroy and Com-mander-in-Chief in India did not like it, lout were overborne by Cabinet pressure, supported ty General Nixon, who misunderstood the situation. :NEW ZEALAND'S REPRESENTATION The fact, as admitted by Senator Pearce, that Mr. A. Fisher, who has been appointed by tho Imperial authori- . ties to the Dardanelles Commission, does not represent Australia, because Australia was not consulted as to_ his appointment, makes it' an easy inference that tho New Zealand Government was not consulted as to the appointment of Sir Thomas Mackenzie to represent New Zealand on the same Commission. The action of the Imperial authorities in this .matter is occasioning a good deal of comment in political circles, whero,some surprise is expressed that the Government was not officially asked for its Tiov/s upon being -represented on the Commission. It is believed that corrss. ■]iondence between «c two Governments is passing. A' statement upon the subject is expected in certain circles to ba made to the Howso before the session ends.
