July 28, 8.15 p.m.) London, July 28. - Renter's Constantinople correspondent states that to official reports Turkey is obtaining a further advance of two million sterling from Germany 'in the shape'of depreciated Exchequer bonds, on which' she will base a fresh issue of paper money. This transaction furnishes nn illustration of the enemy's finance methods.
